TALQ RESPONDS TO DRAFT PART VII REGULATIONS UNDER THE OFFICIAL LANGUAGES ACT

Montréal, December 10, 2025 — Today marks an important milestone in modernizing how federal institutions support the development and vitality of official-language minority communities across Canada: the tabling in Parliament of the draft regulations for Part VII of the Official Languages Act. This exercise has been years in the making, and TALQ has followed it closely; guided by a unanimous 2024 AGM motion directing the organization to play a leading role in the parliamentary process for the promulgation of these regulations.

The proposed regulations introduce clearer expectations for federal institutions, including the integration of positive measures throughout program and policy development, structured assessments of impacts on minority communities, and stronger accountability mechanisms. “These regulations finally give teeth to Part VII, moving it from soft expectations to binding requirements,” said Eva Ludvig, President of TALQ. “But obligations must be applied rigorously—Part VII responsibilities do not disappear at the negotiating table.”
