Laurent report’s recommendations on youth protection ‘long overdue,’ groups say

Groups working in youth protection hailed Régine Laurent’s report Monday as a way to finally address decades-long failures of the system.

The report called for the creation of a charter of rights for children and a commissioner to ensure those rights are upheld. It also called for a shift toward prevention and for more resources for minority communities, including anglophones, ethnocultural communities and Indigenous communities.

The Quebec Community Groups Network said it was pleased its concerns specific to the English-speaking community were taken into account.

The group wrote in a statement, “Increased caseloads and the lack of resources created issues of access to and quality of services for all. This was acutely felt by Quebec’s English-speaking community.”
